That doesn't work in many cases.  The use of bypass
capacitors from each side of the AC line to the
chassis basically puts the chassis about half way
between ground and the full AC voltage.

On AC-DC sets this can help because one side of the AC
line is often connected to the chassis.  However,
AC-DC sets can be very dangerous especially when the
various insulators between the metal cabinet and the
chassis go bad.
