A 700 volt tubular capacitor is nothing more than two
350 volt capacitors in series put in the same
container. You will be better off just putting two 22
mfd at 450 volt capacitors in series. These are very
cheap from Mouser ( http://www.mouser.com ). Trying
to find a 700 volt electrolytic that is still good is
going to be very difficult. Or, someone will sell you
one that they have just changed out the guts to be the
capacitors in series.
