If it is a chain link forget it!  There are way too
many grounded points.  If it is a wood fence you can
run a wire around the top.  It won't be that great of
an antenna but it will sure be better than none.

Now a chain link fence makes an excellent counterpoise
for a quarter wave of wire that you can hide around
the outside of the house, etc.  Just connect the
center conductor of the coaxial cable to the wire and
the shield to the fence.

I did this many years ago when my wife and I were
living in a rent house for 6 months.  Worked pretty
well.
