If you need to get around recalcitrant bureaucrats
you have to make it too much of a hassle for them
to not act and less of a hassle for them to act.

That means you make some strategic noise.

An excellent place to start is with the constituent
service representative at your US Congressman and/or
US Senator's Office.

You may also find some assistance from your State
Emergency Management Office.

If enough of them demand access to the surplus
and even one Congressman drags one of these guys
into a hearing and demands an explanation I would
imagine you'd get a few truckloads of useful
hardware in a hurry.

None of them wants to read their name in the paper
as undermining Homeland Security by scrapping good
hardware and/or giving it away to "friendlies".

With the quantity of stuff we've bought over the
years we can stuff warehouses here and overseas
and still have some left for the metal recyclers!
