[Boatanchors] HW-101 VFO problem

I am working on an HW-101 with a strange problem.
I have aligned the receiver and it works fine ok. I can hear signals where
they are supposed to be.
However, when I try and transmit, I get an output carrier WAY out of range
of where the VFO is set. Even if I set the rig in TUNE mode and change the
VFO while its sending out the carrier, the output frequency never changes.
First, I set my VFO to 14.295. I hear a signal generated by my signal
generator at 14.295 (give or take a few cycles). Then I move the mode
switch to Tune. My frequency counter reports the output at 14.433. It stays
stable at that frequency even if I change the VFO.
Then, I tune the VFO to 7.295. I hear a signal generated by my signal
generator at 7.295 (give or take a few cycles). Then I move the mode switch
to Tune. My frequency counter reports the output at 14.060. After a few
seconds, the frequency counter starts climbing back down closer to my VFO
frequency. When it gets close, the circuit breaker on my power supply
trips. Huh?
15 meters seems to be pretty close to where the VFO is, but no exactly. I
get NO output on 80 or 10 meters at all, but that may be a separate problem.
I have also just noticed these result are achieved with the bottom cover
place over the band switch removed. If I put it back on, I get no output
from 40 meters. put it on, it works fine.
Why is the VFO working on receive but so far off on transmit? Any other
comments or places to test and try?
