Thanks to all that responded so quickly (doesn't anyone have real jobs on 
this reflector?).

The general consensus is 1964, which is close enough for my purposes (though 
using Zulu is an option I'm considering).

If you've read some of the very interesting web references given in the 
responses, you'd probably know far more about the subject of time than you did when 
you got up this morning.  The one thing that ran in my mind as I read them 
were that here were all these learned men and women sitting in high level 
meetings at various sites around the world during the 20th century actively 
discussing how to reconcile the fraction of one second variations in the earth's 
annual rotation.  For the non astronomers of the world, it's sort of like a 
corporation calling a special meeting of the board of directors to discuss how to 
account for a dime left in a vending machine.  (Yeah, I know that precise time is 
important for many applications outside of astronomical observations, but 
that was the thought that was running through my mind nevertheless).
