I had the best results with a white laquer stick from Antique Electronic 
Supply. Simply rub the stick carefully across the lettering until it is filled and 
then wipe off any excess paint before it dries.  Bear in mind that any 
orangepeel texture to your panel paint will make it hard to clean off the excess 
lettering paint no matter what method you use.
