[Boatanchors] Collins KWS-1 puzzle

Darn it, 
I can't find my manual right away but I recall the test switch has two
sets of contacts DPDT, and you may be experiencing a bad switch.
contacts
fail sometimes. Mean while I will look for my manual and try again.
