[Boatanchors] SSB and carrier insertion?

Single sideband + carrier is how a number of the old
"boat anchor" SSB rigs do AM.

There is nothing in the regulations that bans this
just as well as the use of DSB with surpressed carrier
is legal on all bands where phone is legal except for
60 meters. In fact, you can run NBFM so long as the
modulation index does not exceed 1 on any bands that
phone operation is allowed except for 60 meters which
is USB only.

You can also run ACSB and several other modulation
schemes but there won't be that many out there that
can receive your signals.

Here's my question. I've begun studying for my general
and I read in the arrl book that inserting a carrier
with one side band in not a legal emission. Is that
right? Could I have misread this?
