[Boatanchors] ssb and carrier/arrl study guide

Since some have replied indicating that this should be legal, I thought I'd pass this on. In my arrl book general class license manual, page 8-6 1st paragraph, 

"Single-sideband phone is the most popular form of voice modulation in use on the amateur HF bands.  FCC rules require that the carrier be reduced to a level at least 40db below the peak envelope power (PEP) output of the desired sideband in a single-sideband phone transmitter"
 
What do you make of that? Am I just reading this wrong?
