I don't know about W9AC, but my dad, W1BK, got his call sign back in the
70's when the rule was 25+ years as a ham and extra class. You could then
request any available 1x2 call sign. Shortly after that, the FCC allowed
any extra class to apply for a 1x2 call. That didn't last long since there
was apparently some fraud or favoritism that occurred and the FCC terminated
the program until 1994 when they introduced the vanity call sign system.
If the call sign was issued to him prior to the early 70's, you can assume
the only way to get a 1x2 was 25+ years and extra class ticket.
