[Boatanchors] Broken tube cap repairs

The makers used a ceramic cement, likely made by Sauereisen (???). There are
also special glues used for repairing porcelain and glass (cups, saucers and
teapots). If you find one of those, they'd likely work. You do not want to use a
super strong glue, because you could crack the glass seal. Epoxy will soften as
previously noted.

Another possibility is RTV silicone rubber.
