Not sure if this has changed, but TM is in reference to "Technical  
Manual".....
 
Not an unrealistic term.   Would venture to guess that land based  radio 
systems, where referenced to signal distance is given in "miles",  means just 
that!  I would suspect the same is true even if the radio  system were on some 
floating vessel.  In Broadcast engineering  for  AM and FM, the term mile means 
5,280 feet unless otherwise  noted.  One exception might be where "Metre" is 
used as in  millivolts/metre for field strength readings or inverse field 
distances,  etc.
 
As always, your "mileage" may vary.
