The gray stuff looks exactly like a GLR-9 surveillance receiver made by ACL. It's the mil version of the SR-209.

Typically, it has PC cards for the IF, one card per IF BW. I've seen cards from 10 or 15 KHz to at least 2 MHz. The
thing is 60s vintage and mostly discrete transistors, except for some Nuvistors in the front end. Tuning is by a
multi-gang helical spiral thing molded into Bakelite sheets. 'I've seen tuning heads from a few MHz to 12 GHz. This
and similar stuff was used as ELINT gear on nuke subs in the late 60s.

As to operation, they are nice for a look-see but not stable enough for long term listening to NB FM. Typical NFs
are 7 to 12 dB. A low noise preamp is a good thing.

ACL also made a panadapter unit that replaces one tuning head, and a DAFC unit that counts the LO and produces an
analog tuning voltage. I've never been able to make that part work.

The panadapter does look like W-J or CEI. The receivers used either 21.4 or 30 MHz. You need the correct panadapter.
