The Teletype Model 20, which was a six-level
teleprinter, had upper and lower case, and it was
developed  in the 1946-1950 timeframe.  Granted,
the Model 20 series equipment was designed
specifically for the newspaper industry,
the technology could have been used by anyone
willing to buy the equipment.

I am nnot sure that the six-level code would
have been legal in those days, on the ham
bands.
