My favorite mix for cleaning cabinets and chassis is a mix of 409 and clear  
ammonia. Howard Mills turned me on to this. Did wonders on the nicotine  
crusted HQ-140XA that I had but when I tried it on a Heathkit item it  melted the 
paint off of the spot that I hit. I guess it was the ammonia that  caused the 
reaction, never went any further to find out.
 
You may try that for the cabinet you have followed by a good rinse.
 
I might be reluctant to use a paint remover as it finds its way into  cabinet 
creases and folds and might react to the fresh paint that you put  on.
 
You mentioned that the cabinet was in a wet environment. If it is corroded  I 
would then go along with the bead blast method of renewing the surface.
