Gary,

I've had very good results with Aircraft Coating
remover, a paint remover available at auto supply
houses. Sorry, but can't remember the brand right this
minute. It completely removes every kind of paint I've
ever tried it on, and doesn't harm aluminum. Then when
you've got the surfaces clean, use a wire brush in
your drill to get the crud out of the perforations.
