Hi Glen,

We had something very similar in the Chicago suburbs a number of years ago 
and it was tracked down to leakage from a commercial low band transmitter. I 
don't remember the particulars of which stage was at fault, but it was easy to 
Fox Hunt with a small shielded loop. There was no audio mod or freq shift for 
paging, data, etc, just the steady carrier. It was also vertically polarized and 
the antenna was high enough for it to be well heard. even with the low power 
level.
