Disclaimer:  What follows is my *personal opinion* based on receivers 
that I have used.  Everyone's mileage may vary.  I'm not interested in 
arguing, this is just what one guy thinks:

Hallicrafters made stylish equipment, but the lower priced units were, 
for the most part, junk.  The SX-99 is very unstable, a small step above 
a BC rx (it has a crystal filter).  The SX-28 is built a little better 
mechanically, but is much older and probably will require more work to 
get it in shape.  The HQ-140X is probably a better choice than either of 
the above.  I haven't used the SX-100 or 111, so I can't comment.

My idea of a good CW receiver is a National HRO.  In addition to good 
mechanical design and construction, it's simple and easy to work on. 
Collins, of course, knew how to build solid receivers, but they are 
expensive.
