In my opinion, a good power supply for a wide variety of projects is the Heathkit HV variable supply. I don't recall the model number. I used mine for the past two weeks to power my 1929 GIL Hartley transmitter using a type 10 tube. I operated in the AWA 1929 QSO Party. I ran 350-400 volts on the plate. I envision running other tubes where 250 -300 is required. It also provides 12.6 or 6.3 vac filament. Now I don't find those useful with this 1929 stuff because I'm running 2.5 vac filaments or 7.5 vac filaments. I bought my Heath HV variable ps a few years ago at a swap meet for maybe $75.
I could easily use it for powering an SW-3 or other receiver as well. Filaments extra unless you are running 6 or 12 volt tubes.
The HP-23A is a nice supply but I don't think it meets your 'wide variety of projects' requirement. Its pretty much fixed voltage, and that maybe ok if all your projects use the same voltage :->>>>>
Go with the Heath HV variable.
