Once upon a time Radio shack printed some tube substitution handbooks.
The RCA and Sylvania tube manuals also have tube base diagrams.

Looking up a European tube in the cross reference and testing it in the TV7 
as its US equivalent will get you most tubes.

Looking up a base diagram and US equivalent with the same base diagram will 
let you set up the TV7 Knobs to test the base diagram type tube. Some thought 
will let you choose a reasonable bias value to test the tube type with.

Biggest problem is getting your hands on the books you need.

You mite ask us to look up a hand full for you so you can do yours.
