[Boatanchors] a warning in good faith

As my rapidly failing memory serves me, there was something in the 
Communications Act of 1934 and I believe subsequent amendments to that act concerning 
secrecy of communications. Basically and loosley, it states that one is not 
supposed to disclose the content of communications unless such communications are 
designated for public dissemination, i.e.: broadcasting. Obviously, this is 
violated every day.
