Thanks to all of yoose guys for the schematic help.

The culprit turned out to be the 0.1 uF Mylar wedged between the
Bridge / Leakage switch and the front panel.  The little bugger had a
busted lead.   Can't figure out how that happened, as the IT-28 worked
when I got it a few years ago,  and I didn't remove the switch during
the recapping process.

The IT-28 is now all recapped and works great, and should provide
years of service.

I do need a knob for the capacitor type selector switch.  Anybody got
one?  I'll be glad to provide some monetary exchange units for the
beastie.
