You can make a latching relay from a Radio Shack 12 volt relay. Another
alternative is the reversing relay found in most Lionel train engines.
These can usually be gotten as a repair part with out buying the entire
locomotive. It will go on-off-on-off and the main purpose is to change
to polarity of the DC  to the drive motor.
