Much the same process as if putting plants in the ground. Water in the
bottom of the hole, fill in some dirt and planting compounds with
necessary chemicals added, more water and more dirt etc. etc. Plants
like ground rods like to be in contact with with "dirt-mud" etc., not
air around the root structure.
Remember the topic here was ground rods and not plants.
