Not knowing the circuit, I can only surmise one of two things:

1.  That the unit was actually a small transmitter for code practice and the 
cap was for tuning, or

2.  That the cap was used to vary the tone frequency. Difficult to believe 
since this is normally accomplished by a pot.

Who knows?
