A simple and foolproof way to check to see is any low value cap is usable or
not, is the "Dr. Jerry Method". If you are a subscriber to the Collins List
(or others) where Dr. Jerry or I have explained this procedure, it's excellent.
I have 30+ pieces of Cap test equipment and I use the good Dr's method. It
requires only an old VTVM and a HVPS.
For testing higher value electrolytics and for determining the VALUE, I use
some of my NIST traceable equipment.
Whatever you do, do NOT trust any battery powered 'device' to tell you if a
cap is a leaker. A cap that is a horrible leaker will usually indicate it's
value on lab quality cap testers. I replace hundreds of caps yearly.....
While Orange Drops are pricey they are excellent, but the WIMA style are also
excellent.
