[Boatanchors] Engraved Lettering

Please give me some opinions.
I'm restoring a Hammarlund BC794-B. I need to paint and reletter the panel. 
My question is what is the best way to repaint the engraved lettering? Do you 
use a tiny brush, or do you wipe the paint on somehow? 

Also what's the best paint for the lettering? I read about someone using 
Whiteout or Liquid Paper like you use to correct typing errors on paper. Anyone 
tried that?
