Let me see if I can figure this one out?

A guy that is in the commercial painting business offers to paint radio 
cabinets and panels. That is ok.
If painting cabinets and panels were his full time business this would 
not be ok?

A guy that runs a machine shop offers to make R390 ID tags and gears. 
That is ok.
If making ID tags were his full time business this would not be ok?

A guy that is in the boat canvas business offers to make covers for 
radios to see if there is any interest. That is not ok?

Nope, I can't figure it out.
