Great idea!
Refrigerators do come in a great variety of heights and widths - not just 19".
There is a wee problem with using a refrigerator cabinet - it has very good heat insulation. So, it's use for valve gear may lead to unconscionably high operating temperatures. The inner shell is usually plastic - will that be sufficiently strong to support the 19" cabinet rack mounts? You may have to drill right through the plastic to the outer shell to secure. And the steel outer shell may give a good degree of EMC.

While making a cup of coffee yesterday, the inside of our domestic refrigerator looked as though it would accept a 19 inch panel and the whole cabinet fired my imagination and I began by measuring the internal width available. It's 19 inches dead on!!
Now I might be wildly wrong, if so I apologise, but if the exported versions are the same then there is a chance that suitable 19 inch cabinets are available around the world just for the simple act of fitting two rightangle strips inside to take the panel fixing holes and screws.
