Try connecting A1 to F1  and A2 to F2. It is almost certainly a shunt wound motor. A=Armature, F = Field.  If you want to
reverse it connect A1 to F2 and A2 to F1. Apply the 28 VDC to the junction of the armature and field windings. Polarity will
not matter.
