[Boatanchors] Old Freq meter

This is probably a shot in the dark, but it is definitely a "boat
anchor" and is quite old. Also is electric"onically" related.
I have a Westinghouse Style No 143456"c", 100V frequency meter,
indicates 45-75Hz (cycles) and the associated "resistance" that
connects to it. I do have the wiring connection diagram as I
unhooked it from the ancient power house control panel many
years ago. It was working then, haven't hooked it back up since.
With rating of 100V I probably need to insert some series resistance
or an autoformer from 120-125V that we have now.
It's last patent date is Sept 27, 1898. My question is, 'how does it
work?' Has anyone ever seen any documentation on such or can direct
me to a reference for it. It's about 9 inches in diamter and weighs
in as a boatanchor.
Any info appreciated, want to hang it in ham shack one of these days.
