Nope, it will RAISE the value!

I have some old carbon resistors that measure twice the marked value.  I 
generally don't use them, but in a pinch, you can use them as...higher value 
resistors!  I've also noticed that some brands or types don't do this as much as 
others.

I flunked a color-blindness test, too, when I wanted to join an electrician's 
apprenticeship program years ago.  Color blindedness is much more common among 
males then females, and I trained my daughters from an early age to read off the 
colors on resistors.  When there's no female around, I just take them outside in 
the sunlight or use the ohmmeter.
