Some radios used in military service had the inside sprayed with some 
protective chemical.  I noticed it on WS#19 sets as well as some ex-RCAF 
equipment.  Sometimes it shows up as a distinct colour, sometimes just a 
dullness on the solder.

All the suggestions made for removing the solder are excellent and may work 
better in one situation or another.  However, if you get a real miserable 
joint try swabbing it with some denatured (rubbing) alcohol before applying 
heat.
