I still think it makes more sense to charge those who have websites 
hosted.  

 From an analysis posted by someone (unknown qualifications) it seemed 
that a below market charge for website hosting would more than cover 
operating costs.  It would be a lot easier, software or no, to keep 
track of 10,000? hosted sites than 100 - 200,000 "viewers".   You would 
have to have some sort of "free look" to enable passersby to see what 
it's all about.

I suppose you could charge to subscribe to a list, but that would likely 
eliminate a lot of lists with smaller niche's and/or limit fixed income 
participation (of particular harm to boatanchors and other OT 
pursuits).  Plus you still have a huge management "expense", time or 
money or both.  Maintaining a membership database IS time consuming.

You could also have each list owner pay some annual fee, and let him/her 
collect from subscribers (or not) and dump the bookkeeping load on 
them.  Most are looking for something else to do in their spare time!  :-)
