Well, what I tried to say the first time (but it was blocked by something) 
was that McMaster and probably others sell phenolic rod similar to the original 
shaft material.  Broken phasing capacitor tuning shafts are pretty common on 
these sets.

On a semi-related subject, all of the SP-210 family sets I've seen have full 
19" rack mount panels on the power supplies (same size panel as on the 
receiver).  But the SP-400 power supply's front panel is narrower and if memory 
serves, not quite as tall either.  However, except for the panel, I think that the 
SP-400 would operate from an RA-74, -84 or -94.
