This is an unfair characterization of this person. He/She states in the
ad that they are available and in the public domain and even gives the
information on where you can download them. They are making no secret
of their availability. He/She is offering a service to the buyer to do
the download and put it on a CD. There is nothing wrong with this.
I do a similar service on a CD that I created by downloading ALL the
NOAA navigation charts (over 1800 of them) that are publicly available
for download on the internet. It took me several days at 15 hours a day
to get them all downloaded and recorded on a CD. Some people dont want
to do all that labor.
I also tell prospective buyers exactly where they can go to download the
charts for themselves, but people still elect to come to me for my service.
The guy/guys who are downloading and selling BAMA manuals are NOT
telling the prospective customer where the manuals are coming
from...this is a horse of a different color.
BUT...they are not bootlegging them! They are available for download to
all comers. They are just being dishonest in that they are not telling
their customers that they could get them for free if they wanted to. If
they did, it still would not be a bad deal....if you have ever stood in
line to get onto that site you know very well that a "downloaded onto CD
service" is worth something.
