[Boatanchors] Tempo One RF Output

For anyone experienced with a Henry Radio Tempo One HF xcvr, with full =
output available on 20 meters, why would 80, 40, 15 & 10 meters only =
deliver about 25 watts into my Bird 43 wattmeter?  The service manual =
transmitter "fault-tree" says to re-align the coils for the bands =
delivering low output. The receive works GREAT and equally for all =
bands. Any thoughts or suggestions to bring these bands up to full =
