It is probably completely innocuous, but the nature of this signal, combined 
with the present concerns of terrorism and the war, definitely aroused my 
concern.   I have a lot of experience monitoring the HF spectrum and this one 
stands out as notably "interesting".   Searching the web for info on FCC 
monitoring stations and similar topics did not turn up anything useful, but I 
did come upon a couple ARRL email addresses related to monitoring for 
intruders in the ham bands.  I wrote to them in hopes they could refer the 
info an official contact that would possibly find this observation useful.
