[Boatanchors] Odd signal on HF

I was tuning around for war traffic on HF...

I'm listening to a very interesting signal on 8 MHz right now... It is 
hand-sent CW, done poorly, with tremendous key clicks for many KHz either 
side, sending code number/letter groups, or cut numbers.  It is about 10 dB 
over S9 here in Idaho.

>From 0510Z to 0515Z it was going strong on 8258 kHz.  Then at 0515 he stopped 
and restarted down on 8244 kHz.  Anyone else hearing this signal?
