Conelrad evolved from the carrier on/off signalling, to single-tone, then 
dual-tone signals.  These days it uses both dual-tone and ASCII "modem" 
tones.  Politically it evolved into Emergency Broadcast System (EBS) and then 
a few years ago Emegency Alert System (EAS).
