I believe that there indeed was such a provision - after all, Conelrad stood 
for "Control of Electromagnetic Radiation."  Various radio services, 
including ham and broadcast stations, had to shut down in times of emergency. 
 Emergencies were indicated by on/off patterns of primary AM stations' 
carriers (hard on the transmitters!)  That's what the Conelrad monitors were 
watching for, by the way.

Selected AM stations, operating reduced power and/or different-than-usual 
directional antenna patterns, would then be switched to 640 or 1240 kHz to 
maintain communications for public information.
