[Boatanchors] ACID CLEANING COMMENTS

I'll second that! It's not sufficient to neutralize the acid. The metal traces we
are trying to dissolve will leave soluble & insoluble conductive salts at the site.
These must be rinsed away AND the acid neutralized.
I still think that this may be a futile exercise. I'd like to know what caused the
original arcing.
