There are a number of instances I know of where folks would receive QSL cards 
with their new calls printed on them from WRL a week or two before their 
ticket arrived from Uncle Frank.  This was back in the early 50s when they were 
cleaning out a lot of expired call signs.  Shortly after that, they started 
assigning the K series of calls.

I guess Leo must have had a direct line to the FCC!

By the way, if you have not read Leo's autobiography, it is some great and 
easy reading. Anyone with an interest in the good old days should read it.
