another method is to use a series capacitor of the appropriate value to get
the speed that you want.

Its value could be calculated if you know the  complex impedance of the fan
, but it is a lot easier to use a decade box or some junk box caps of
various values , and just try them.

No wasted heat as with a series resistor.
