[Boatanchors] Comments on BPL due before July 7

This is indeed boatanchor related!

When I can't hear anything but digital hash and birdies on my SX-62 or
HQ-170 then I'll be wishing others had done more. You are correct in the
1415 comment number. That's way too low. They will justifiably say the
hams/SWL's/DXers don't care.
