The number indicates the approximate current-threshold value. In this case,
the 6 indicates a threshold current of 0.6 and the 4 indicates a threshold
voltage of 4.0. If ah "H" is present in the number, ie: 6H4, then the
threshold current is 0.5 higher or in this example, 0.65

There are a number of uses for ballast tubes. Any number of tubes may be
wired in parallel, but Amperex says that their ballast tube is not for use in
series circuits. Its use is to automatically regulate the current to a
constant value consistant wih the parameters of the tube.
