It can be due to a variety of issues; your ISP, servers down somewhere and so
forth. Because of the massive virus attacks on a global scale, and saturation of
spam, many many servers are going down for different reasons. A T1 line can
handle about 50,000 files a minute and many smaller server systems can not. Keep
trying and be patient. Feel free to hunt down anyone sending out a virus or spam
and tar
and feather the jerks.

When attempting to access a manual, I receive the message "Access is
forbidden". I have had no difficulty in the past.
Anyone else having the same problem?
