[Boatanchors] 250 -TL Questions

Question for the group. 

I would like to know what A.M. rig the 250-TL tube is 
used for and what they are worth?  The subject item is a 
Cascade Research manufacture and the Filaments test 
good. The item is not N.I.B. but still in it's cage 
holder.
