[Boatanchors] B&W 5100 Question

Folks --

I recently acquired a 5100  (my 5100B got lonely....).  The
radios needs works, but was advertised as working and a 
"Good Daily Driver".

I finally got a chance to power it up today.  Hmmm.  Not good.
It appears the "Exciter Control" capacitor shorts when it's not
fully meshed.   Worse,  when that happens, nasty metalic sounds 
come from the environs of the power tranny -- I'm concerned there
is shorting to the case.  Obviously, power is low, and I immediately 
killed the HV when this happened.

The OC3 VR tube goes completely dark when I turn the HV on.
Is this typical for an OC 3?   I'm wondering if this indicates excessive
current through the VR tube.
